Ning-Ly Seng
Ning-Ly Seng leads the Antitrust practice in Paris. She advises on French and EU competition law, with expertise in merger control, antitrust investigations, state aid, foreign direct investments, distribution and complex competition litigation.

Ning-Ly regularly advises CAC 40 companies, multinational corporations and leading investment funds on some of the most significant and strategically important transactions in France and across Europe. Her practice spans many of the most highly regulated sectors and is involved in complex cases, particularly in the public services sector, aerospace, automotive, food processing, healthcare, media, mass retail and luxury goods.

She is recognised for her expertise in complex contentious competition matters, including post-merger remedies enforcement, EU litigation and follow-on damages actions and she has successfully secured case dismissals, substantial reductions in fines and outcomes aligned with clients’ broader commercial and regulatory objectives. She regularly represents clients before the French Competition Authority, the European Commission, and French and EU courts.

Ning-Ly is ranked as a leading antitrust lawyer by Chambers France and recognised as a Leading Partner by Legal 500. Ning-Ly holds a master’s degree in international law and a postgraduate degree in Public Economic Law from Paris II Panthéon Assas. She has been a member of the Paris Bar since 2006. She is a member of the APDC, the AFEC, the IBA, the ABA Antitrust Section, and the AIJA.
