Weil Advises a Consortium of 12 Lenders on a Significant Financing Package for the A12/A15 Ressen-Oudbroeken (ViA15) PPP Project

Weil has advised a consortium of 12 lenders, comprising commercial banks, institutional investors and the European Investment Bank, in respect of a significant financing package for the design and construction of the A12/A15 Ressen-Oudbroeken (ViA15) PPP project in the Netherlands.

The project will be developed by the GelreGroen consortium consisting of John Laing, HOCHTIEF, Dura Vermeer and BESIX under a DBFM agreement with the Dutch authorities. The project represents a critical infrastructure milestone for the Netherlands and will significantly improve connectivity in the Arnhem–Nijmegen region and complete the direct transport corridor between the Port of Rotterdam and Germany.

The senior financing package includes construction phase and equity bridge facilities as well as long dated term facilities and associated debt service reserve facilities. The debt is supported by a tailored hedging framework and a comprehensive security package.

The Weil team was led by Finance partner Simon Caridia and included Structured Finance partner Andrew Lauder, associates Sagarika Sridhar, Stephen Bhasera and Maya Sajeev and trainee Elizabeth Demuren. Dutch law advice was provided by Habraken Rutten, led by partner Peter Habraken, with advocaats Florentius Visser and Esli Begeer.
