Graham O’Donoghue is an associate in the firm’s White Collar Defense & Investigations Group. He was formerly an Associate Counsel to the President at the White House. Mr. O’Donoghue advises clients on sensitive government and internal investigations relating to the Foreign Corrupt Practices Act (FCPA), federal securities laws, the False Claims Act (FCA), health care fraud, and other white collar criminal and civil matters.  He has conducted internal investigations on behalf of boards of directors, audit committees, and companies.  He represents clients before federal, state, and local government entities including, among others, the U.S. Department of Justice, the U.S. Securities and Exchange Commission, U.S. Attorneys' Offices, and Congressional committees.  He has also participated extensively in appellate and bankruptcy matters at the firm.

Mr. O’Donoghue is a member of Weil’s Financial Regulatory Reform Working Group and assists clients in connection with recent financial reform legislation.

Mr. O’Donoghue served as a senior advisor in the White House as Associate Counsel and Deputy Associate Counsel to President George W. Bush.  In those roles, he participated in advising the President and senior White House and Administration officials on major legal issues confronting the Administration.  His principal areas of focus were congressional oversight and investigations, the Presidential Records Act, the Freedom of Information Act, the Federal Advisory Committee Act, and numerous issues related to the transition between Presidential Administrations. 

Mr. O’Donoghue is a graduate of the Columbia Law School, where he received his J.D. and served as Articles Editor on The Columbia Law Review.  He received his A.B., magna cum laude in Philosophy from Harvard University.  He served as a law clerk to the Honorable Laurence H. Silberman of the United States Court of Appeals for the District of Columbia Circuit.
